The State Duma of Russia has ratified five agreements on border cooperation programmes. In particular, the agreement between the Government of Russia and the European Community on funding and implementation of the programme of cross-border cooperation "Lithuania-Poland-Russia" defines the foundations of relations between Russia and the EU under the programme carried out within the framework of the European Neighbourhood and Partnership Instrument (ENPI).
On the Russian side the Kaliningrad region will be involved in the implementation of the programme.
The financial contribution of the Russian Federation to the programme amounts to nearly 44 million euros and is provided from the federal budget. The European Community contributes another 132 million euros.
Apart from this programme, "Estonia-Latvia-Russia", "Karelia", "Kolarctic" and "South-East Finland - Russia" cross-border cooperation have been ratified.
