The Institute of Regional Information has compiled a rating of Russian regions by the quality of life. According to the study, since 2006 the Kaliningrad region lost 11 positions moving from the 14th place to the 25th. On the other hand, in Q1 2009 Kaliningrad was only 30th, so compared to the previous year the relative standard of living in the region has improved .
Unsurprisingly, the first three positions in the rankings have continuously been retained by Moscow, St. Petersburg and Moscow region.

The study has been prepared by experts of the laboratory of mathematical methods of political analysis and forecasting of the Political Science Department of Moscow State University. According to the website of the Institute of Regional Development, the study serves "to provide credible and objective information on the dynamics of changes in the quality of life of Russian citizens". All data used in calculating the index are the official information of the Federal State Statistics Service of Russia.
The rating is based on the following indicators:
- Migrational attractiveness of the region (the difference between the number of arriving and departing people by 10 thousand inhabitants);
- Survival rate of children under the age of one;
- Security (calculated by the number of registered crimes per 100 thousand people according to the Interior Ministry);
- Level of market development (volume of paid services per capita);
- Availability of jobs;
- The size of individual income.
